Important Notice: Document Upload Requirement

In order for your Permit to Carry application to be processed, you must provide:

  • A valid form of identification - Government issued photo ID (e.g. IA Drivers License / State ID). The address on your application must match the address on your identification.
  • Training documentation (list of training document types are below)

Please have the required documentation ready to upload to the application. You can scan or take pictures of your documentation. The ID must be in color. You can upload the following formats: JPEG, PNG, PDF, TIFF, BMP. Maximum file size is 5MB.

Important As required by the State of Iowa, you must provide training documentation to receive a Permit to Carry. Your permit application will not be processed and issued if this information is not provided. You can upload these documents when submitting your application.

If applying for to RENEW your permit, you must upload the identification. No additional training is needed. You just need to provide proof of exisiting permit.

 

General Information

Learning the laws regulating the use of firearms is a must for responsible ownership. Local regulations differ and laws vary from state to state. Citizens must check with the jurisdiction where the gun is to be used.  This online application is for residents of Black Hawk County, Iowa only. 

Please note the following information:

  • Permits to Carry are submitted to the Black Hawk County Sheriff's Office.
  • Permit to Carry allows you to acquire weapons.
  • The application fees are listed in the requirements section below.
  • All communication regarding the status of your application, including the approval of your application, will be sent via the email address provided on the application.
  • The Permit to Carry is valid for five years from the date of issue.
  • Permit to Carry applications may be completed online 24 / 7 and will be processed on normal business days.
  • A computer kiosk is available should you wish to apply in person at the Sheriff's Office, 225 E 6th St, Waterloo, IA 50703 (Monday - Friday 8:00 AM - 4:00 PM).
  • Permit to Carry allows you to acquire weapons.  You must be a resident of Black Hawk County and a minimum of age of 21 to be approved for a Permit to Carry.

Permit to Carry Information



Permit to Carry Requirements: must meet ALL requirements

Applicant Must:

  • be a citizen, a naturalized citizen or a resident alien;
  • be a resident of Black Hawk County;
  • be twenty-one (21) years of age;
  • at the time of pickup, provide a valid driver's license or other picture ID with current address provided by the State of Iowa.

All orders require a valid email address to communicate the status of your order.  You will be notified via email whether your application has been approved or denied.  If approved, you will be required to come in person at the Sheriff's Office at 225 E 6th St, Waterloo, IA 50703 to show your valid form of identification and training documentation from a class with a NRA instructor or Law Enforcement Certified Instructor (such as ILEA).  As required by the State of Iowa, you must provide training documentation to receive a Permit to Carry.   The address on your application must match the address on your identification.

 

new permit to carry requires a fee of $50 and a valid driver's license or non-operator I.D. that contains your photograph and current address issued by the Iowa Department of Transportation. The permits are valid for five years from the date of issue.  If the permit is denied, $35.00 will be reimbursed to the applicant. The Sheriff's Office will retain the remainder for processing and handling of the application.

 

Renewing your current permit to carry requires a fee of $25 and a valid driver's license or non-operator I.D. that contains your photograph and current address issued by the Iowa Department of Transportation. The permits are valid for five years from date of issue.  If the renewal is denied, $15.00 will be reimbursed to the applicant.  The Sheriff's Office will retain the remainder for processing and handling of the application.  All applications for renewal MUST be received within 30 days PRIOR to the expiration and within 30 days AFTER the expiration of your current permit to carry.

 

duplicate permit to carry requires a fee of $25 and a valid driver's license or non-operator I.D. that contains your photograph and current address issued by the Iowa Department of Transportation.  You may apply for a duplicate permit, in Black Hawk County, if your current, valid permit was issued by the Black Hawk County Sheriff.  Use the duplicate application if you've lost your current Black Hawk County issued permit or if you've had a name change.  You can also use the duplicate permit application If you wish to change your address (from an old Black Hawk County address to a new Black Hawk County address) BUT THIS IS NOT REQUIRED BY STATE OR FEDERAL LAW.
